Interlibrary Loans Borrowing and Lending Request Criteria
Effective July 2, 2019
KTPL is proud to offer a well-rounded collection, but there are times we do not have the exact title you are looking for in our 4 branches. Under those circumstances, KTPL may be able to borrow the item through the provincial interlibrary loan network. Using Canada Post, we can bring in library materials from other systems in the province. This service is separate and distinct from the circulation of material between our 4 library branches.
Note that while KTPL will request eligible material, we cannot guarantee that the owning library will respond favourably to your request. Some libraries may no longer be able to participate in the interlibrary loan network as generously as in the past since the mid-year changes in delivery options have created unforeseen (un-budgeted) costs for all libraries. As such, requests may take longer and we may not always be able to find a lending library. We will make every effort to continue this popular service, however further adjustments may be necessary as we work our way through this transition period.
What we will request (and will lend):
Books (except items published/copyrighted in the past 12 months)
Audiobooks (except items published/copyrighted in the past 12 months)
DVD's and CD's (except items published/copyrighted in the past 12 months)
Academic titles from Universities and Colleges
Book Club titles -
must be coordinated with designated staff
limited to 10 copies (share among club)
encourage book club kits
only available to members who attend meetings
What cannot be requested (nor will be lent):
Any titles that KTPL holds in any format - print, electronic or digital - with the exception of an accessibility-related circumstances or material held in storage during the King City renovation (KTTOWN location in catalogue).
If the material is available in digital format, KTPL will lend devices (ie., tablets) for users to download title to.
We strongly recommend that eligible users sign up for Centre for Equitable Library Access (CELA) privileges, which provides access to a very large collection of audio material for people with print disabilities. https://celalibrary.ca/
Any titles that have been published/copyrighted in the past 12 months
Seasonal DVD titles - those marked for Halloween, Christmas, etc.

Who can borrow:
Adult patrons with a valid KTPL library card in good standing and who do not have fines in excess of $10. Junior card-holders may only make ILL requests in the presence and permission of a parent/guardian. ILL borrowers must provide an email address to allow for communications regarding loan status.
Limitations:
KTPL's goal is to balance outgoing and incoming interlibrary loans to equalize our borrowing and lending and participate fairly in the provincial network. However, with the elimination of the SOLS courier service, participation in the network is at a cost that was not budgeted for 2019. Consequently, our continued participation will require some limitations. Based on past practice and the average cost of mailing by Canada Post and associated packaging requirements, as a starting point:
KTPL will fulfill a maximum of 100 outgoing requests per month
KTPL will borrow 5 requests per month for eligible users
We will continue to closely monitor interlibrary loan activity with the goal of maximizing the ability to fulfil requests and adjust the limits accordingly.
